procedure RestoreMinimumColumnWidths;Widens every column narrower than MinColumnWidth
to that width; wider columns are not changed. Raising
MinColumnWidth does not do it by itself: it only limits the
changes made afterwards.
It acts on the columns of EffectiveColumns,
hidden ones included.
